Ramon is a Political Scientist passionate about the improvement of public service delivery, especially to fight poverty. Before coming to Oxford, Ramon spent six years monitoring public policies at the Office of Performance Evaluation in the Mexican Ministry of Finance developing analytic tools to better evaluate Federal Agencies and subnational governments performance. He coordinated the process of identification of the contributions of all Federal public  policies to achieve the Sustainable Development Goals.

Ramon currently leads the Office for Medical Complaints and Special Cases at the Mexican Social Security Institute (IMSS), where he conducts evaluations of health policies and their relationship with human rights violations, in order to design medical unit-level improvement strategies. This role builds on his academic background, particularly in developing impact evaluation methodologies through quasi-experimental methods (University of Oxford).
