Justin Breaux is the Director of Fundraising Operations at the Center for Strategic and International Studies (CSIS), where he leads systems, strategy, and performance management supporting institutional fundraising and donor engagement.
Justin brings more than a decade of experience at the intersection of development operations, applied research, and public sector strategy. Prior to joining CSIS, he served as Director of Resource Development and Evaluation for the Housing Authority of the City of Austin, where he led fundraising, grant administration, donor stewardship, and program evaluation across a diverse portfolio of resident services and community initiatives.
Earlier in his career, Justin was a Research Associate II at the Urban Institute’s Justice Policy Center, where he managed large scale evaluations, conducted qualitative and quantitative research, and authored policy reports for federal, state, and local stakeholders. His work focused on human trafficking, gang intervention programs, prisoner reentry, and inequities in the criminal justice system.
