Rusudan Kemularia is currently Head of the Tax Inspectors Without Borders, OECD, a joint initiative of The Organisation for Economic Co-operation and Development (OECD), and the United Nations Development Programme (UNDP). As the head of TIWB Secretariat, Rusudan is responsible for leading projects, which aim to support more than 60 countries in building tax audit capacity. In 2022, she was named one of International Tax Review’s Global Tax 50.

Rusudan Kemularia was one of the youngest leaders who played a key role in modernizing Georgia. In 2010 – 2012, Rusudan was appointed as Deputy Minister of Finance and Secretary to the Parliament, leading tax policy reforms. In 2008-2010, she served as a Rector of Finance Academy, and Head of Legal and Financial Policy Departments of the Ministry. Rusudan has successfully concluded international agreements with more than 40 countries and introduced 500 laws in financial field. She co-authored Georgian Tax Code 2011.

In addition to her extensive professional career, Rusudan acted as an Assistant Professor of CSL and Tbilisi State University.

Rusudan is a qualified lawyer, holding Law Diploma from Tbilisi State University, and LL.M in Public Law from Bielefeld University.

She is currently based in Paris, France.
