Mamadou read  for a Master of Public Policy at Oxford thanks to the GRoW @ Annenberg-supported Weidenfeld-Oxford Scholarship.

Married with 2 kids, Cellou works for the United Nations as Officer in charge of Projects Control. He served in Chad from November 2016 to February 2018 and serves in the Democratic Republic of Congo since March 1st, 2018.

Cellou has an extensive and broad experience working for institutions including the UN High Commissioner for Refugees, the International Monetary Fund, Central Banks (Guinea and England), the US Agency for International Development and many Private Sector companies such as United Bank for Africa, Maersk Line, Shell and Ernst & Young in various capacities including Auditor, Analyst, Banking Supervisor, Program Manager and Financial Controller.

He represented employers in many workshops and conferences in Africa, Europe and the United States to defend critical projects and advance programs on Economic Development and Humanitarian Assistance. He taught Project Management at University in Conakry in 2012-2013. Cellou was a Fulbright grantee (2009-2010) and graduated from Western Illinois University with an MA in Economics (2010) and a Postgraduate Diploma in Professional Development from the Washington Center for Advanced Studies and Seminars (2011).

He also holds a Bachelor of Business Administration from the University of Quebec in Montreal (1998-2001). He speaks French, English, Arabic (reading and writing), and Guinean dialects (Poular and Soussou). Cellou loves education and entrepreneuship as he supports initiatives for youth employment. With a friend, in 2016 he established Koubia Farm Land, a farm in rural Guinea (Dubreka) that nowadays employs 20 people and which he dreams to develop for the benefit of fighting against poverty.
