Gabriela currently holds an MPhil in Development Studies at the University of Oxford, and a Masters Degree in Public Administration and a Bachelors Degree in Economics, both obtained at the Universidad de Pacífico in Lima, Peru.

Through various positions in research centres, consulting firms and governmental institutions, she has worked to address issues concerning the multi-sectoral development process of Peru. She worked as an advisor to the Minister of Agriculture and Irrigation and the Minister of Housing, Construction and Sanitation involving herself in the policy-making for sanitation, construction, housing, agriculture and forestry. She also worked at the Peruvian Private Investment Promotion Agency on the design and promotion of public-private partnerships in sanitation, energy and infrastructure.

Gabriela worked for the Peruvian Prime Minister’s Delivery Unit and monitoring an $8 billion reconstruction of coastal regions project in northern Peru following El Niño damage. ​She is now working as an independent consultant for Forest, FAO, Proyecto FID-USAID, MINEDU, MVCS. ​
